Source of truth

Use data/issue-tree.yml as the source of truth for the hierarchy. The Markdown files under wiki/ provide the maintained knowledge layer. Raw sources live under raw/.

Working principle

Keep the hierarchy descriptive rather than argumentative. Put arguments, evidence and assumptions into the topic pages so the tree remains stable as views change.

Suggested next steps

1. Add evidence notes for the highest-priority branches.
2. Decide whether the output should be an Obsidian vault, a static website, or an internal policy brief.
3. Use the Codex prompt in CODEX_PROMPT.md to implement an interactive text-first version.
